It appears to be an auxiliary spur of Interstate 97 serving the Port of Vice City. The route seems to be based on Miami's Interstate 395, the equivalent auxiliary of Interstate 95, which itself underpins the in-game I-97.

Northbound Sign Appearance

Interstate 397 was named on a northbound Interstate 97 road sign at 0:35 in Grand Theft Auto VI’s second trailer. That trailer appearance establishes the route’s name within GTA VI promotional footage. The sign links I-397 with the I-97 corridor rather than presenting it as an unrelated interstate.

The available trailer evidence indicates that I-397 serves PortViceCity. Its connection to that destination is presented through the northbound I-97 signage, while the route’s exact alignment, interchanges, and full on-screen extent have not been shown.

Miami Highway Counterpart

The route appears to draw from Interstate 395 in Miami, Florida. Miami’s I-395 is an auxiliary highway connected to Interstate 95, providing the real-world relationship echoed by I-397 and Interstate 97 in Leonida.

Interstate 97 is the in-game highway chiefly modeled on I-95. Against that primary route, I-397 occupies the comparable auxiliary role associated with Miami’s I-395, with PortViceCity corresponding to the destination served by the GTA VI route.
